South Africa: Revised White Paper on Citizenship, Immigration and Refugee Protection Published.

On 25 December 2025, the Department of Home Affairs published the Draft Revised White Paper on Citizenship, Immigration and Refugee Protection (Government Gazette No. 53853).

The document sets out proposed changes to South Africa’s citizenship, immigration, and refugee protection systems. It also explains how the relevant laws and administrative processes may change in the future.

If Parliament approves the proposed reforms, lawmakers will amend the Immigration Act 13 of 2002 and its Regulations.

Key Objectives of the Draft White Paper

1. Policy Alignment

Firstly, the Draft White Paper aims to align citizenship, civil registration, immigration, and refugee protection policies with the National Development Plan. It also aligns these policies with key government priorities and regional and international commitments.

2. Digital Transformation

Secondly, the White Paper proposes the digital transformation of citizenship, civil registration, and immigration services. This reform aims to improve accessibility, increase efficiency, and strengthen administrative coordination.

3. Structured Pathways

Furthermore, the Draft White Paper introduces clear and structured pathways for individuals seeking citizenship, temporary residence, permanent residence, or refugee protection.

As a result, the government will make the rules and processes for applying, qualifying, and obtaining these statuses more transparent and easier to follow.

4. Institutional Reform

In addition, the White Paper introduces institutional reforms. These reforms aim to improve efficiency, strengthen accountability, and ensure compliance with constitutional principles, including the rule of law and human rights.
