Extension of Validity Announced – Now Valid Until 28 May 2027
Yet another relief for ZEP holders regarding an update issued by the Minister of Home Affairs, Dr. L. A. Schreiber (MP), under Immigration Directive No. 21 of 2025, published in the Government Gazette on 7 October 2025.
ZEP Validity Extended
In terms of section 31(2)(b) of the Immigration Act, the Minister has officially extended the validity of all existing Zimbabwean Exemption Permits (ZEPs) until 28 May 2027.
This 18-month extension comes after extensive deliberation by the newly appointed Immigration Advisory Board (IAB), which is working to find a sustainable long-term solution for ZEP holders. A consultation process involving key stakeholders is currently underway.
Key Provisions of the Directive
As per the Minister’s directive, the following measures are now in effect:
- Validity Extension – All existing ZEPs will remain valid until 28 May 2027, even if the printed expiry date is 28 November 2025.
- Protection from Deportation – No ZEP holder may be arrested, detained, or deported for not having a valid exemption certificate during this extension period.
- Travel Rights Maintained – ZEP holders are permitted to enter and exit South Africa during this period, provided all standard immigration requirements are met — except for the need to present a valid visa or exemption certificate.
- Visa Application Eligibility – ZEP holders may apply for any temporary visa category in terms of section 10(2) of the Immigration Act without needing to present a valid exemption certificate, visa, or authorisation letter.
