Initial Statements

Since the appointment of Minister Schreiber, significant changes have been implemented at the Department of Home Affairs (DHA) to address longstanding issues and improve overall efficiency and transparency.

His statements have emphasised the need to address the backlog in visa and permit processing, streamline services, and enhance the overall user experience for both local citizens and foreign nationals.

Processing Delays and Digital Transformations

One of the key initiatives under the new leadership is to tackle the notorious delays in visa and permit applications. This will prove significant for all applicants, as well as benefit South Africa’s economy in that more companies and business owners will not have to suffer the delays that negatively affect their businesses due to lack of employee paperwork.

In light of increasing global security concerns, Minister Schreiber has emphasized the urgent need for a digital transformation within the DHA, warning that failure to do so could have severe national security repercussions. He stressed that the current reliance on paper-based applications makes it difficult to track processes and enables identity theft, visa fraud, and corruption.

Minister Schreiber has highlighted the importance of digital transformation within Home Affairs. A digital-first approach, he argued, is essential to closing gaps that allow issues.

Public – Private Partnerships

In addition to digital transformation, the DHA is making strides in reducing the visa backlog, which has been a persistent issue for over a decade. Minister Schreiber, supported by Deputy Minister Njabulo Nzuza, has secured a three-month period of overtime for Home Affairs officials to tackle this backlog. As a result, 50% of the 306,000 pending visa applications have already been processed.

The support from workstreams set up by President Cyril Ramaphosa, along with Business Unity South Africa, has also played a crucial role in providing the necessary training and resources to address this issue.

New Directions

Moreover, Minister Schreiber has extended the temporary concession for foreign nationals awaiting visa, waiver, and appeal application outcomes. This move is intended to prevent adverse consequences for applicants and reflects the Minister’s commitment to improving the visa system, making South Africa more attractive for international investments and tourism.

The Portfolio Committee on Public Service and Administration has welcomed these developments, noting that they will help attract critical skills to South Africa, fostering economic growth and reducing unemployment. The committee is committed to supporting Minister Schreiber in his efforts to build a more professional, capable, and ethical Home Affairs department, which is crucial for the country’s development.

Additionally, Schreiber unblocked the regulatory hurdles for ZEP visa applications. Under the new Immigration Circular No. 7 of 2024, the Minister recently issued a directive waiving the requirements for a letter from the Department of Employment and Labour and SAQA evaluations for ZEP holders who are applying for the General Work Visa.

This directive is sure to make General Work Visa applications for ZEP holders easier and less time-consuming.
